Meeting Notes
March 23, 2005
The following are notes from a meeting of the architect and engineering group for the CP-2 Church Project. The meeting was held to review technical aspects of the project and to coordinate future activities with our new engineers.
Jim Cieri, PE of Act One Consultants, Inc. and Randy Shearer, PE of Dawood Engineering, Inc. have joined us to provide engineering and site development assistance for the project. Their participation is appreciated.

The architectural plans are essentially complete. Exterior lighting was discussed. It was decided to layout perimeter lighting for the parking lot on wooden poles. The City codes will be consulted for requirements such as the level of light spilling into the neighborhood.
The project concept was discussed. Essentially our plan is to complete the architectural plans, site development, survey, estimate of costs, schedule, labor requirements, construction management plan, and possible sources of funding. This “package” will be reviewed by the committee and reviewed with the Church to assist the Church in obtaining funding for the project.
It was agreed that Annette Torres, Pastor of the Church, should become involved at the next meeting. We will schedule a small meeting with Ms. Torres the week of April 4, 2005 to review the status so far. She should be invited to all future planning meetings.
John Compton told us that the building will be arriving soon. A storage location must be established.
A preliminary Engineering Scope was distributed. Jim Cieri of Act One will perform the surveys required and both Jim and Randy Shearer of Dawood will create a development plan for submission to the City. Act One can develop a Phase One environmental study.
It was decided that the foundation design could be accomplished by the building vendor’s engineer. Jim Henry will contact the building vendor (General Steel Buildings) and arrange for the design. (Later information from Wayne Spahr is that 2,500 to 3,000 PSF should be used for the allowable soil pressure). General Steel Buildings had previously stated that the foundation design could be provided for approximately $ 2,000.00.
Submittals were discussed. There are submittals required for the Planning Commission, City Council, Dauphin County, and environmental agencies. Both engineering groups are familiar with the submittals required and will coordinate the work. It was noted that the approval times could range up to four months, or more. Both Act One and Dawood Engineering have experience in the submittal process.
Jim Cieri needs the name and address of the Owner. Jim Henry will contact Annette Torres and determine the proper name of the Owner.
There is an issue of the code used for the building design. The building was designed in accordance with IBC 2000. The acceptable building design code, for a building permit from the City of Harrisburg, is IBC 2003. Jim Henry will contact the building vendor to determine if the building design could be recertified to IBC 2003. There may be “grandfather” provisions should this not be possible.
The electrical and mechanical design is progressing. Dave Dougherty is working on these designs. Dave will be invited to the meeting with Annette Torres.
Lori Eshenour has contacted a legal firm to possibly develop and agreement that would define our role in the project. In addition, she has also contacted an insurance firm to review the insurance issues involved and develop a plan to assure all concerned that coverages are in place for the construction.
The next meeting will be in three weeks. Jim Henry to schedule the meeting and confirm to the committee.
